Tunisia’s main national organizations have called an October 17 march in Tunis<\/strong>. They announced it on Tuesday, September 29, 2026, after a meeting at the central headquarters of the Tunisian General Labour Union (UGTT). The groups cite the deterioration of the economic, social and political situation. They also demand respect for rights and freedoms. The march is set for Saturday, October 17, under the slogan “Tunisia first, and the people above all else.”<\/p>\n\n\n\n

A meeting at the UGTT headquarters<\/h3>\n\n\n\n

The coordination framework met with representatives of the invited national organizations and bodies. According to its statement, the aim was to continue consultation and strengthen coordination. Participants also wanted to develop joint action on current national issues.<\/p>\n\n\n\n

The meeting ended with a six-point statement. The last point concerns the march. It does not yet give a route or a time. It says only that the arrangements will be set later.<\/p>\n\n\n\n

How the organizations read the situation<\/h3>\n\n\n\n

The statement paints a bleak picture. It describes falling purchasing power, rising unemployment and growing precariousness. It also mentions the decline of public services and concerns about public and individual freedoms.<\/p>\n\n\n\n

The signatories hold the authorities fully responsible for this situation. They criticize what they describe as unilateral decision-making. They say it ignores the legitimate demands of Tunisians. They also reject anything that could push the country toward the unknown and threaten its stability.<\/p>\n\n\n\n

What the organizations say they defend<\/h3>\n\n\n\n

The coordination framework’s position rests on two pillars.<\/p>\n\n\n\n

Freedoms.<\/strong> The statement affirms attachment to freedom of expression and of the press. It also cites freedom of association and the right to demonstrate peacefully. It adds judicial independence and the right to a fair trial. It rejects any restriction on union, human rights, civil and political activity.<\/p>\n\n\n\n

Economic and social rights.<\/strong> The signatories defend the right to decent work, fair pay and a dignified life. They call for the protection of purchasing power. They also call for guaranteed access to health care, education, transport and public services, and for action against marginalization and exclusion.<\/p>\n\n\n\n

Who is behind the framework?<\/h3>\n\n\n\n

The statement does not list the participants. But the framework brings together well-known names in Tunisia’s civic landscape:<\/p>\n\n\n\n

  • the UGTT;<\/li>\n\n\n\n
  • the National Bar Association;<\/li>\n\n\n\n
  • the Tunisian League for Human Rights (LTDH);<\/li>\n\n\n\n
  • the National Union of Tunisian Journalists (SNJT);<\/li>\n\n\n\n
  • economic and social rights groups, women’s rights associations, student and young doctors’ organizations, and the union of unemployed graduates.<\/li>\n<\/ul>\n\n\n\n

    This coordination began in early September. On September 3, the UGTT, the LTDH and the Bar Association issued a joint statement under the same title. These three organizations belong to the National Dialogue Quartet, which won the Nobel Peace Prize in 2015. The fourth member, the employers’ organization, has not joined this initiative.<\/p>\n\n\n\n

    From social dialogue to a breakdown<\/h3>\n\n\n\n

    The call does not come at a calm moment. Relations between the UGTT and the authorities have been strained for months. Social dialogue lies at the heart of the dispute.<\/p>\n\n\n\n

    • December 2025.<\/strong> The union announced a general strike for January 21, 2026, citing the defense of union freedoms.<\/li>\n\n\n\n
    • March 2026.<\/strong> The Monastir congress elected Slaheddine Selmi as secretary general. He then said he wanted to reopen social dialogue with the government.<\/li>\n\n\n\n
    • September 2026.<\/strong> His tone changed. He described the situation as “tense and dangerous” and spoke of a “total absence of dialogue.” The union’s administrative body confirmed its support for the principle of a general strike. It also asked the executive bureau for a progressive action plan. No strike date has been announced.<\/li>\n<\/ul>\n\n\n\n

      The union points to examples of deadlock. In the banking sector, a three-day strike took place. In the mining sector, negotiations stalled after a first meeting. These accounts reflect the union’s version of events. No official confirmation was found.<\/p>\n\n\n\n

      Civil society’s role in Tunisian politics<\/h3>\n\n\n\n

      Since 2011, civil society has played a prominent role in Tunisia at moments of crisis. On several occasions it has acted as a mediator between rival camps. The 2013 National Dialogue remains the best-known example. It helped end a severe political impasse.<\/p>\n\n\n\n

      Today the context is different. The organizations say they no longer feel heard. They have therefore chosen the street to express their positions.<\/p>\n\n\n\n

      What to watch before October 17<\/h3>\n\n\n\n

      A little under three weeks remain. Three points will be decisive:<\/p>\n\n\n\n

        \n
      • the route and organization of the march;<\/li>\n\n\n\n
      • the authorities’ response, which has not yet been made public;<\/li>\n\n\n\n
      • turnout, and how far it extends beyond the organizations that issued the call.<\/li>\n<\/ul>\n\n\n\n
