The statement by the General Secretary of the People’s Congress, who is charged with conducting the administrative and financial work of parliament regarding the payment of the wages of the people’s deputies for the month of August 2021, raised controversy and questions about the legitimacy and validity of this decision, especially since the council has been frozen since July 25.

Adel al-Hashani, who is in charge of conducting administrative and financial work in parliament, said on Tuesday (Aug. 17, 2021) that there is no decision to stop the disbursement of the grants to deputies either from the administration of the Council or from the interests of the Presidency of the Republic, adding that everything related to the exchange of consultations on various legal issues related to the leasing of deputies.

Following this statement, the Compass organization, which is competent to follow up on parliamentary affairs, explained that chapter 6 of the rules of procedure of the Council stipulates that the People’s Assembly holds a regular session from October each year and ends during the month of July. This means that Out and September are the two months of a paid holiday during which deputies are paid normally, especially since the dissolution of the Council has not been dissolved, but its terms of reference have been frozen for one month.

In this context, Al-Hashani said he received a notice from the relevant interests showing that the freeze on the terms of reference of the House of Representatives does not include a decision to suspend the salaries of deputies and will therefore be spent as usual on time and as a maximum before the end of the month of August.

We note that the deadline for grant disbursement procedures is 12 days of each month, with their salaries reaching them on the 24th of the same month.

The secretary general of the House of Representatives has been assigned to conduct administrative and financial work, according to the presidential order, which stipulated that all the specialties of the People’s Assembly be suspended and parliamentary immunity lifted for all its members.

According to other readings of this decision, there were those who considered that the freeze led to the need not to complete the work and therefore not to pay wages or grants.
