The Department of Studies and Documentation of the Tunisian General Labour Union (UGTT) on Friday (September 10th, 2021) called for the formation of a mini-government that will be consistent as soon as possible, consisting of national competencies that are not concerned with the upcoming elections, with a clear task to be given confidence for a limited period.
In a document issued today, entitled “Proposals for the development of a practical framework for the management of the future period”, the Department of Studies and Documentation proposed, at the political level, and as soon as possible, a time limit for the end of the special phase and the identification and explanation of the exceptional measures and the final decision on the fate of the People’s Assembly, which has been frozen since July 25.
He stressed the need to develop a national advisory body whose task is to define a participatory and comprehensive legal and community framework for political reform, which includes mainly the political and electoral systems in addition to the Constitution and refer the general report of the Court of Accounting on the results of monitoring the campaigns of the previous presidential elections for its time and the legislative elections for 2019 on the competent judiciary and the development of practical mechanisms to speed up and decide on its implications.
He also noted the importance of developing new mechanisms to ensure that the law is saved for all without exception and without immunity whatsoever and that accountability and punishment are not escaped in order to decide the files of terrorist cases and restore citizen confidence in the judicial institution.
At the level of combating corruption, the Federation has essentially urged effective approaches to combat both small and large corruption, political corruption and corruption of the judicial institution before the end of September, as well as its call for an approach to combating corruption from the sports and culture organizations from the media system, scrutiny of compensation and assignments in the public sector and the public service, the performance of high officials and in the financing of parties, associations and television and radio channels.
On the economic and social front, the Labor Union called for urgent economic reforms that would concern the period of exceptional procedures, as well as the outlines of the Supplementary Finance Act 2021 and the Finance Act 2022 before the end of September.
One of the most important social proposals put forward by the Federation was the repeal of the Economic Recovery Act and the preparation of an alternative bill that would include the reform of the exchange journal.
The Federation highlighted the importance of creating a funding line before the November 2012 end to support vulnerable groups, the instalments and professional classes affected by the repercussions of the Covid-19 pandemic and the creation of the job loss insurance system.
